Analisis Faktor-Faktor yang Mempengaruhi Kesiapan Sistem Informasi Kesehatan dalam Respons dan Pemulihan Bencana di Puskesmas

Primary healthcare centers (Puskesmas) play an essential role in disaster response and recovery, particularly in disaster-prone areas. The readiness of the Health Information System (HIS) is crucial to ensure the availability of accurate, timely, and integrated data for decision-making during emergencies. This study aimed to analyze factors influencing HIS readiness in supporting disaster response and recovery at primary healthcare centers. This quantitative study employed a cross-sectional design involving 40 healthcare workers responsible for HIS management at two disaster-prone primary healthcare centers. Respondents were selected using purposive sampling. Data were collected through a structured Likert-scale questionnaire measuring system capacity, information quality, and HIS readiness. Data analysis included descriptive statistics and Kendall’s tau-b correlation tests. The findings revealed that 60.0% of respondents demonstrated high system capacity and HIS readiness, while 45.0% showed moderate information quality. The mean scores for system capacity (30.10), information quality (29.48), and HIS readiness (17.45) were relatively high. However, no significant relationship was found between system capacity and HIS readiness (τ=0.064; p=0.665) or between information quality and HIS readiness (τ=0.052; p=0.726). The study concludes that HIS readiness is influenced not only by technical factors but also by organizational governance, leadership, human resource competence, and policy support.
