Abstract

This study aims to analyze the implementation of gender equality policies and their impact on the effectiveness of public bureaucracy performance in Indonesia. This research employs a qualitative approach using the Literature Systematic Review (LSR) method, which focuses on identifying, evaluating, and synthesizing findings from previous studies in a systematic and structured manner. Data analysis was conducted using thematic analysis by categorizing findings into key themes, namely implementation barriers, supporting factors, and impacts on bureaucratic performance. The results indicate that the implementation of gender equality policies through Gender Mainstreaming (PUG) strategies has not yet been optimal. The main challenges include communication issues, limited resources, and persistent patriarchal organizational culture. Nevertheless, Indonesia has shown empirical progress, as reflected by the decrease in the Gender Inequality Index to 0.421 in 2024 and the increase in the Gender Development Index to 91.85. Furthermore, the implementation of gender equality policies contributes positively to improving productivity, service quality, and organizational innovation.In conclusion, strengthening gender equality policies not only promotes social justice but also enhances overall public sector performance.
